Vietnam’s southern province of Tay Ninh and Cambodia’s Kampong Chhnang
province signed a cooperative agreement in Tay Ninh on September 17.
The agreement falls within the framework of the minutes of the 7th
Cooperation and Development Conference for Vietnamese and Cambodian
border provinces that was signed by the two Governments on March 9,
2012.
Accordingly, Tay Ninh and Kampong Chhnang will create the best possible conditions for their businesses to cooperate, exchange goods and develop trade through the border gates.
They will regularly exchange information about epidemics among plants, animals and humans and work closely together to prevent the spread of the epidemics and diseases.
They will also strengthen cooperation in the fight against illegal trading in wild plants and animals across national borders.
The two provinces will make it easier for people along the border to visit their relatives and receive medical treatment at hospitals, while encouraging cultural, sports, friendship and social organizations to conduct exchanges and charitable activities for disadvantaged people.
They will also direct relevant agencies to coordinate in patrolling and protecting border landmarks, prevent the transportation of weapons and illegal drugs across the borders, and combat international human trafficking.

I did not know Kampong Chhnang was on the Border with Vietnam...
So does that mean Kandal province, Takeo, Kampong Cham have all been ceded to Vietnam.. and kampong Chhnang province now borders the "new" vietnam
So Hun Sen have signed away and given to Vietnam
Nam Vang = Phnom Penh
Kanh Dal = Kandal
Cam Pon Kam = Kampong Cham
Pey Venh = Prey Veng
Sa Vai Reng = Svay Rieng
since NO map indicates that Kampong Chhnang is bordering Vietnam.. and according to this article it is "border area"
