Many nations which fell under the Vietnamese government such as Laos which has been a communist state since 1976, the same year when the Pol Pot regime declined. The K-5 Plan, the plan that saw hundreds of thousands of Khmer conscripts died of starvation and killed by landmines, was proposed by the Vietnamese government.
This is based on my research. Pol Pot may have been the leader, but the Vietnamese had many roles and responsibility in the lead up to the genocide during Pol Pot regime, and the after genocide of the K5 Plan.

Both of Vietnamese and Chinese are all bad.
I don't think Cambodians are so silly to understand the basic between rich and poor.
If Cambodians live under Chinese, Cambodians will be always POOR (excepts those elites in the government).
If Cambodians live under Vietnamese, Cambodia will be always POORER (excepts those elites in the government).
Therefore, living under both sides, Cambodians are always poor. Why?
- In Vietnam, The Hanoi Government and the north Vietnamese people always look down on the south Vietnamese and never want to engage or have close relationship with south Vietnamese.
How about the poorer races like Cambodian or Laotian? They will look further down.
- In China, even though Chinese now has strong economy but their people are still poor and live under poverty.
Why do Chinese treat Cambodians better than own Chinese (Don't forget! Chinese concepts are based on networking)?
The factor that causes China to focus Cambodia as the strong partner as follows:
- Cambodia is small and strongly need China to protect Cambodian sovereignty from two thieves, Vietnamese and Thais (and, maybe Laotians in the future).
- Cambodia has both geographical and economic point to maintain/sustain the influence of Chinese in South East Asia.
- China has planed to build a Hong Kong model city in Koh Kong province.
- Now, there are probably three areas that the world economy center will be, such as Shanghai, Hong Kong, or Singapore. Probably, Singapore might win.
However, in order to reach Singaporean strong economic hub, China need trustful allies. Now, Cambodia is a good example.
In the end, China would not worry about Philippine, Vietnam, and Thailand. Later on, China will dominate them very easily both economy and politic.

No matter what, Don't trust Chinese and Vietnamese. As a routine, in order to get to the top, they tried both bad/good ways to reach it.

Honestly, both of them were bad, but youn is the worst one than Siam and Chen. The reason why I said it because of back in a day if we go back to review all the past storied history and now on, we would have known that [ A.Youn/Srey.Youn] have a huge ambition to swallow us such a long time ago in accordance to their master mind Hanoi's. First of all, they have created all the troubles starting from inside to outside in Khmer society by all means... For example, the K_5 plan, using a justice is injustice to crack down the whole population Khmer in country who dare to fight for their justice, killing activists and journalist who is strongly spoken up and/or against to their will, influx their people to make a living inside Cambodia freely, infiltrate their agents form top level of puppet's government though a local agency and small office as well with a propaganda, destroying school academics system and the like.
So far,does anybody know how many of Khmer's orphans are aged between 13-25 years old that the Viet has been abducting them since the following the year 1954s-70s ? Those were actually being brainwashed in Viet for use in Khmer from the past and now and future. ### ?
About Chen if the Khmer of future in leadership has no option available beside the western and European countries, we would rather have Chen be a Camobodia Boss much better than A Youn, This is my opinion since Chen they love to have Khmer as their ally in the asia very badly than Youn even they are a communist.
