Because his knowledge of human rights and democracy is largely
academic, U.S. President Barack Obama is in no position to lecture
Cambodia on these subjects during his visit to the country this week,
Council of Ministers spokesman Phay Siphan (pictured) said yesterday.
Speaking with reporters outside the Peace Palace yesterday before the
arrival of Mr. Obama, Mr. Siphan said that Cambodia has as much—if not
more—to teach the U.S. about democracy than the other way around.
“I think that Obama, what he learned [is] from the book in school,
but we Cambodians, we started over here, so Obama will learn real
experience in the field [about] democracy and human rights developing in
this country,” he said.
“When Obama raises that issue [human rights], I feel Obama is going to learn especially from Cambodia,” he added.
Mr. Siphan also said he did not think that Mr. Obama would raise the
issue of human rights with Prime Minister Hun Sen during his visit.
“Obama will not talk about it [human rights]. The U.S. does not order others to do things,” he said.
“Obama’s visit shows the close relations between small and big
countries. But it also shows that the U.S. has softened its manners. The
U.S. will not play the role of a policeman who threatens others.”
Human rights, Mr. Siphan added, is not a uniquely American concept and should not be treated as such.
“We cannot substitute Asean human rights quality…by import[ing] from the United States.”
Mr. Siphan also said that during his visit to Cambodia, Mr. Obama
will be representing U.S. interests, which are primarily economic.
“What’s the expectation from the American people? Economic growth,”
he said. “Do they care about Cambodia that much? I don’t think so.”

Phi Siphan worked as a Restaurant cleaner in USA ask him whether true or not ? He has cheated Cambodian TON TEEN in Cambodian community in California, he could not find any work to do in US, so he decided to work as a slave dog with HUN SEN,Mr BARAK OBAMA must withdraw PHI SI PHOM US passport from him because he is not loyal to USA, he did not obey USA law, he goes to Cambodia just want to cheat Cambodian people, we do not want to See USA citizen unqualified like PHI SI PHAN
This is why Cambodia is getting poorer and poorer. With CPP officials keeping the country dumb and uneducated and now attacking USA to learn from Cambodia.. Vietnam did a good job with selecting the dumb Hun Sen to keep the people dumb.

Firstly PHI SO PHAN spending money to join with CPP, he could not find a good job then he moved to Sam Rainsy, after working with Samrain Sy his money was nearly run out from where he had saved from working in USA, then he asked SOK AN to work for ? PHI SI PHAN, KEO REMEY they are both Vietcong Dog, they do not care anything if HUN SEN step down they both might JUMP into Sam Rainsy again, what a pity Cambodia to hire unqualified people to work with the government like that ?

This is the craziest comment I ever heard from a dumb spokesman. He said Obama/America only learned about democracy from the book, but Cambodia experienced democracy on the ground.
This is a comment coming from a guy who went to live in America for over 10 years and come back to Cambodia to lecture America on how to practice democracy and human rights?
This is like teaching the fish how to swim because America has been practicing democracy on the ground the more than 200 years, while Cambodia under Hun Sen and Phay Siphan have been jailing critics and evicting people from their lands with little compensation.
Phay Siphan is a useless spokesman.
