Job Title: Community Empowerment Legal Awareness (CELA) Program Manager

Equitable Cambodia is a Cambodian organization working to promote equitable development and the progressive realization of human rights in Cambodia through research, evidence-based advocacy, and community empowerment.  Equitable Cambodia was formed out of the localization of Bridges Across Borders Cambodia (BABC), an international solidarity organization active in Cambodia since 2003.  Equitable Cambodia was registered by the Ministry of Interior as a Cambodian national non-governmental organization in March 2012. 

EC’s Community Empowerment Legal Awareness (CELA) Program aims to address the significant barriers to just and inclusive development by empowering Cambodians to advocate for human rights change. The CELA program extends legal awareness and understanding to vulnerable and marginalized communities and builds the capacity of grassroots leaders.   

EC is currently looking for a qualified Cambodian national to fulfill the position of CELA Program Manager, which is based in Phnom Penh with occasional travel to provinces. 

This talented and dynamic individual will manage the Community Empowerment Legal Awareness Program, which includes the supervision of 6 to 7 staffs within the program unit. 

OVERALL RESPONSIBILITIES

Under the supervision of the Executive Committee, the CELA program Manager will be responsible for the following tasks:

·      Manage program staff of 7 (including Cambodian nationals and expatriates), including setting clear expectations for achievement of program objectives, staff capacity building and coaching
·      Provide strategic vision and oversee development and effective, timely implementation of CELA activity plans
·      Oversee monitoring and evaluation of the program, including developing and deploying tools to assess program outcomes and learn lessons for quality improvement 
·      Ensure program funds are managed transparently, effectively and efficiently, following the CELA budget and the EC financial policy
·      Ensure timely and adequate reporting to program donors and government partners
·      Support fundraising through proposal writing and maintaining good communication with program donors
·      Ensure effective coordination and cooperation with all stakeholders towards the achievement of mutual goals
·      Ensure the values of participation, empowerment, sustainability, non-discrimination and gender equality are incorporated in all CELA activities and strategies







ESSENTIAL REQUIREMENTS

·      Bachelor Degree of Law or related field. Master degree of law will be advantage
·      At least 3-year experience in management of similar programs in local or international NGOs
·      Excellent facilitation skills
·      Effective time management skills and ability to prioritize work
·      Excellent leadership, networking and communication skills with proven experience in staff management and motivation
·      Experience in report writing in both English and Khmer
·      Excellent written and spoken English skills
·      Ability to work under pressure and after-hours
·      Strong commitment to human rights and social justice
·      Cambodian national
