NGOs urge ICC to investigate communication claiming elite’s self-enrichment stems from land grabbing on massive scale.

Forty NGOs from around the world have called on the prosecutor at the International Criminal Court (ICC) in The Hague to begin preliminary examinations into claims that Cambodia’s “ruling elite” were accused of committing crimes against humanity.
They threw their weight this week behind a “communication” -- essentially a submission outlining a complaint -- filed with the court in October, saying ICC prosecutor Fatou Bensouda would create a “hugely positive impact” by accepting the case.
On October 7, British lawyer Richard Rogers submitted the communication saying that land grabs had reached “shocking levels.”
It alleged that the “Ruling Elite’s primary source of self-enrichment stems from land grabbing, which has been perpetrated on a truly massive scale,” but did not name any individuals.
“Capitalising on widespread tenure insecurity resulting from decades of civil war, the Ruling Elite have illegally seized and reallocated millions of hectares of valuable land from poor Cambodians for exploitation or speculation by its members and foreign investors,” the communication said.
It added that the land grabs were being aided and abetted by a “corrupt judiciary and civil service, and enforced by armed State security forces.”
According to the communication, around 770,000 people -- or six percent of Cambodia’s population -- had been negatively affected by land grabs, with at least 145,000 having been forced from the capital Phnom Penh to relocation sites dotted around its outskirts.
The NGOs -- originating in Belgium, Ecuador, Myanmar and the U.S., to name a few — said in their statement: “It would send a powerful message that when land grabbing is widespread or systematic, and reaches a certain level of gravity, international criminal law becomes engaged.”
Rogers’ communication says that if Bensouda should decide to carry out a preliminary examination and follow-up investigation, she could consider crimes dating back as far as July 2002, when Cambodia ratified the ICC Statute, giving it jurisdiction over any crimes committed after that date.
To date, Cambodia has not handed any convictions for crimes against humanity, with the exception of the Khmer Rouge tribunal in Phnom Penh in August.
Former Khmer Rouge officials Nuon Chea and Khieu Samphan were sentenced to life in prison at the time for their actions in the lead up to, and following, the forced evacuation of Phnom Penh.
The Khmer Rouge regime was responsible for the deaths of up to 3 million people during the 1975-1979 Killing Fields era.

But the Khmer extremists want to focus the fight against the Vietnamese. How many Khmer deaths are under the hands of the Vietnamese? I knew for the fact that the Vietnamese High Command has always been having a policy of appeasing the Khmer to get the Khmer on their good side.
In fact, I was told that the North Vietnamese tricked the South Vietnamese troops into Khmer Rouges' death traps to kill off thousands and thousands of South Vietnamese troops to protect the Khmer women.
(The South Vietnamese troops had the rape genes inside and they raped the Khmer women. The North Vietnamese commanders were under strict order from the High Command to protect and appease the Khmer locals. Since the North Vietnamese could not disarm the South Vietnamese troops, the only course of action left was to trick the South Vietnamese troops into death traps.)
Sure, in long term, I won't deny that the Vietnamese government want to control Cambodia one way or another. For now, they supply electricity, control some export and import, and use some aids, trades to influence Cambodia. Vietnam also used the military influence in both training Cambodian officers as well as provides direct support against any potential coup.
But in short term, Vietnam are not killing Khmer in the thousands. Mr. Hun Sen elects to cooperate with both China and Vietnam to benefit the Cambodian people. Instead of building electricity power plant for 4 years long, he quickly imports electricity from Vietnam for a quick boost. I say that's smart.
But the Khmer extremists want to fight Vietnamese by diverting the attention from the real problems, thousands of Khmer are dying, ten thousand of Khmer are being abused at the Western side. Khmer extremists are quite evil actually.
You have the right to fight anyone you are pleased, but do not affect the lives of other Khmer.

When I was a kid, I used to fight the dark-skinned Asian kids a lot.

I agree to a certain point from the guy above. Our culture likes to sugarcoat a lot of things and has a tendency to love or hate to an extreme. We strongly hate to lose faces to a fault.
