Cambodia Praises Thailand for Deporting Uighurs to China

PHNOM PENH (Khmer Times) – Cambodian officials are praising Thailand’s decision to deport 109 Muslim Uighur immigrants back to China last week.

“Thailand has showed its respect for the sovereignty of China by not interfering in China’s internal affairs,” Phay Siphan, spokesperson for Cambodia’s Council of Ministers, told Xinhua Wednesday.

Five years ago, Cambodia’s Government came under severe criticism from the West and United Nations agencies when it deported 20 Uighurs to China. According to Uighur diaspora groups, all the adults – 17 – were immediately imprisoned, with four receiving life sentences. The deportation came days before the visit here by a high Chinese official. He announced $1 billion in aid to Cambodia.

China says Uighurs who want to emigrate are separatists. Cambodia, for its part, does not want to become a magnet for refugee seekers. The government forcibly deports most Vietnamese Montagnards who cross the border to seek asylum here.

“We follow the same norms as other countries do,” Sok Ey San, spokesman of the ruling Cambodian People’s Party, told the Khmer Times earlier this week. “If we illegally cross borders into other countries, those countries will crack down us. And if they illegally cross the border into Cambodia, we will crack down against them as well.”

China’s Ministry of Public Security charged that the immigrants were on their way to Turkey, Syria or Iraq to join the jihad, or Islamist holy war.

About 50,000 Uighurs, a Turkic ethnic group, live in Turkey. After the deportations from Thailand, a rock-throwing mob sacked Thailand’s honorary consulate in Istanbul, and police used pepper spray to keep demonstrators away from China’s embassy in Ankara.

Volker Turk, the United Nations Assistant High Commissioner for Protection condemned Thailand’s decision to deport saying: “We are shocked by this flagrant violation of international law.” 

The U.S. State Department called on Thailand to end the forced deportations, fearing possible “harsh treatment and a lack of due process in China.”

China’s westernmost region, Xinjiang Uighur Autonomous Region, is home to 10 million Uighurs. Claiming religious, linguistic and ethnic persecution, many have traveled through Central Asia or Southeast Asia to find refuge in Turkey, which has accepted Uighurs fleeing China since the 1950’s.

The deportations are considered a sign of China’s expanding diplomatic clout in Southeast Asia. China is Thailand’s largest trading partner.
